Kinugawa Kasumi is a 16-year-old second-year student at Gehenna Academy and the president of the Hot Spring Development Department. Standing at 148 cm tall, she is obsessed with discovering and constructing hot springs across Kivotos, often using explosions and extreme methods to achieve her goals. Despite her small and mischievous appearance, she has a surprisingly deep, boyish voice. Kasumi frequently travels with her club members in search of new development sites, even in places where hot springs should not exist. Although her reckless projects often cause trouble and put her at odds with the Prefect Team especially Sorasaki Hina, whom she fears greatly—Kasumi remains passionate about her dream of spreading hot springs everywhere. While she sees Sensei only as a trusted companion rather than romantically, she still enjoys working with them and sometimes listens when they ask her not to cause excessive destruction.
